President Marcos: ICI nears completion of flood control probe; DOJ and Ombudsman to take over
President Ferdinand R. Marcos Jr. said on Friday that the Independent Commission on Infrastructure (ICI) has essentially completed its investigation into alleged anomalous flood control projects, with only one or two loose ends remaining to be cleared.
In a brief interview with reporters, President Marcos said the fate of the ICI “depends on how much work they still have left.”
“Kung matapos na ‘yung trabaho nila, then we will see what they can do next. But they really are coming toward the end– lahat ng kailangang imbestigahan, naimbestigahan na nila. Maybe there are one or two other loose ends that they have to clear up,” the President added.
When asked about plans to reappoint new commissioners, President Marcos said no decision has been made yet, stressing that it would depend on whether the ICI still has work to complete.
“We haven’t really decided on that yet. Again, it all depends on the work that ICI still has in front of them,” the President said.
“Pag kailangan pa, then we will. But if the work is done, kung naibigay na lahat ng information sa DOJ (Department of Justice) saka sa Ombudsman, then the focus now of the investigation will go to the DOJ and the Ombudsman,” President Marcos emphasized.
President Marcos exposed irregularities in flood control projects during his Fourth State of the Nation Address on July 28, 2025, delivering the memorable line, “Mahiya naman kayo sa inyong kapwa Pilipino!”
The President afterwards launched the Sumbong sa Pangulo website to receive public complaints on questionable flood control and other infrastructure projects, which were forwarded to the ICI.
Subsequently, President Marcos established the ICI, which recommended filing charges against several individuals implicated in the scandal.
The Office of the Ombudsman has also started filing complaints against several personalities, while the Anti-Money Laundering Council (AMLC) has issued freeze orders for the bank accounts and other assets of individuals linked to the corruption scheme.
Former Supreme Court Justice Andres Reyes Jr. continues to serve as chairperson of the ICI, while Commissioners Rogelio Singson and Rossana Fajardo have concluded their service after successfully completing the tasks entrusted to them.
